Sacramento mayoral hopeful Kevin Johnson's campaign responded late Tuesday to Heather Fargo's criticism of Gov. Arnold Schwarzenegger over the lack of a state budget, saying she was joining that party too late.

"More than seven months after the Governor proposed slashing city funds, Mayor Fargo finally expresses her concerns. This is the same mayor who has repeatedly stood by Arnold's side at his press conferences," said campaign manager Steve Maviglio in an e-mail.

"As usual, the Mayor is exhibit A for ineffectiveness in advocating for our city," he wrote.

Earlier Tuesday, Sacramento Mayor Fargo called on the governor to work on a budget that didn't cut city funds and also didn't hurt state workers, many of whom live in Sacramento.

Fargo and Johnson will square off for Sacramento's mayorship on Nov. 4. Fargo has been in office since 2001, while Johnson is making his first bid for public office.
